This picture is a metaphor of the refreshment God has been pouring into the lives of people, both long standing and also new Christians. When our spirit within is dry there is nothing that can quench the thirst, nothing that lasts except the water that Jesus gives. It is this love received from God after years of loneliness and rejection that is thirst-quenching refreshment.
